First thing is application of foundation on the lids and under the eye area. Now use a good dark black colored eyebrow pencil and define them properly by giving then a good arch shape but all this should not look unnatural.
Moving back to the eye lids, put on some primer to the lid of the eyes and apply a light color eye shadow depending upon your taste and the color of the outfit that you are wearing. But yes, while applying any color you must keep your skin tone in mind too. Apply the eye shadow evenly starting from lash line to the bone of the brow. You can go for colors of eye shadow like green, dark blue, golden and gray as these are hot shots with Egyptian eye makeup and use a flat-headed brush for applying the eye shadow.
Eyeliner in Egyptian eye make up has to be black and very bold. So apply a good quality dark black color eye liner and cover your eyes just like a bold circle if formed and extend it a bit outwards. Curl up the lashes and apply waterproof black mascara, at least four layers.
